5.Abstract
(1)The Logic and Strategic Transformation of China’s Economic Reform
  From the point view of epistemology, there are two kinds of thinking about reform or institutional innovation, i.e. constructivist rationality and evolutionary rationality. What is the most successful aspect in China’s economic reform and development since the reform and opening? Or what right thing has China done? It is the fact that China adhered to the logic of evolutionary rationality and four kinds of marginal force, i.e. the contract system in countryside, township enterprise, self-employed and private enterprise and Special Economic Zones(SEZs) commonly motivated a marginal revolution in China’s economic transition, which brought about economic miracle in China. However, the gradual reform outside the system, which was described as “wading across the stream by feeling the way” by Deng Xiaoping, has faced great challenges since the middle of 1990s especially the beginning of 21st century. The government must readjust the reform strategy and face up to the reform inside the system especially the reform of the government itself.

(2) The comparison of higher education in China and Latvia   
This paper made ​​a comparative analysis between Chinese and Latvian higher education from management system, school system, entrance examination system, teachers’ education system, higher professional education, internationalization of higher education and several other important aspects. Aims to deepen the understanding on both higher education system, and realize education and cultural exchange and mutual understanding.
